Abandoned as a child by his parents, he is now a reclusive and deformed man, with a twisted mind honed by rage and an insatiable need for revenge, hiding in the tunnels and sewers underneath Gotham City. The Penguin found a home and base of operations at the Arctic World Pavilion in the abandoned Old Gotham City Zoo. The Penguin and the Red Triangle Circus gang form an unlikely alliance with amoral business mogul Max Shreck that sends Gotham City and its residents into a frenzy of terror.
